一、人流管控及逃生動線為主要保護之風險考量 

配合外牆施工,僅體育館東側兩門出入,如發生地震火災等緊急狀況,若全面開放,進場人數愈多,疏散難度愈高,且體育館牆面磁磚仍持續剝落,隨機出入人流可能發生意外風險亦會增加。

二、配合外牆施工,交通動線狹小,人車共道易發生爭道危險    

體育館外牆施工,圍籬已有車輛撞毀之情形,如開放體育館夜間一般使用,發生碰撞之危險更高。且施工期間意外的掉落物,於人流進出頻繁及數目增加時相對的遇到意外事件的風險就會增加。如果是在固定時段修課學生或校隊進出,可以藉由事先的場地確保安全後,並派員於現場管制進出隨時注意風險狀況,來達到保護安全的目的。

三、粉塵及尖銳碎石子意外受傷風險影響    

體育館北側及西側外牆施工,工地周遭落塵、石子、泥塊較多,一般球鞋鞋底易卡石塊,進入球場容易造成場地毀損或是因球場光滑,容易滑倒受傷。校隊同學訓練前後清潔場地才能練習是基本規範,受粉塵影響較小。若整天都有同學進出是沒有辦法達到這個目的來降低意外受傷或是吸入較少粉塵的風險。

 

為了保護全校師生在施工期間的安全,藉由人流的管控,以有限人力實施相關的措施,保護修習體育課程同學受教權益及校隊訓練不中斷為校爭光。對於因此可能造成的不便與疑慮,懇請大家見諒。

1.Crowd control and evacuation routes are the primary considerations for risk management.

Due to ongoing external wall construction, only the two east-side entrances of the gymnasium are accessible. In the event of emergencies such as earthquakes or fires, if all entrances were fully opened, the more people enter, the more difficult evacuation becomes. Additionally, the gymnasium's wall tiles continue to peel off, increasing the risk of accidents due to random entry and exit of people.

2.Due to external wall construction, the traffic routes are narrow, increasing the risk of conflicts between pedestrians and vehicles sharing the same path.

The gymnasium's perimeter fence has already been damaged by vehicle collisions during construction. If the gymnasium is opened for general use at night, the risk of collisions would be even higher. Moreover, during the construction period, there is a higher risk of accidents from falling objects, especially when there is frequent ingress and egress of people and an increase in the number of individuals present.

To mitigate these risks, if students attending classes or school teams have fixed schedules for entering and exiting, safety can be ensured by securing the premises beforehand and deploying personnel to monitor and manage entries and exits, thereby constantly assessing and mitigating potential risks to ensure safety.

3.Risks of accidental injuries from dust and sharp gravel particles.

Due to ongoing external wall construction on the north and west sides of the gymnasium, there is a significant amount of dust, gravel, and mud around the construction site. Ordinary sneakers are prone to picking up gravel, which can easily damage the sports field or cause slips and injuries due to its slippery surface. It is standard practice for school team members to clean the field before and after training to minimize the impact of dust.

However, if students are constantly entering and exiting throughout the day, it becomes challenging to maintain this cleanliness standard. This increases the risk of accidents and exposure to higher levels of dust particles.

This is aimed at protecting the rights of students taking physical education classes and ensuring uninterrupted training for school teams, which brings honor to the school.
